I. PURPOSE AND SCOPE

To establish the criteria for borrowing and the responsibilities for maintenance of audio-visual materials and equipment.

II. DEFINITIONS AND REFERENCES

B. Department Director - The Brevard County Library Services Director.

C. Film Library -The collection of video cassettes contained at the Central Brevard Library and Reference Center. Videos owned by Film Library have public performance rights and can be booked in advance.

D. Film Librarian - The staff member responsible for the Film Library.

E. B.C.L. - Brevard County Libraries.

F. Chapter 70 and Chapter 230, Code of Ordinances of Brevard County.

G. Form BCLS-18, Audio-Visual Report.

III. MAINTENANCE AND BORROWING CRITERIA

A. Maintenance of Audio-Visual Materials.

1. The Film Library shall be maintained at a designated location to be determined by the Department Director.

2. Film Library personnel shall inspect and clean all videos upon return to the Film Library.

3. Charges for overdue, lost or damaged videos, sound recordings and equipment shall be in accordance with the most current fee resolution adopted by the Board of County Commissioners.

B. Borrowing Criteria

1. An individual must be 18 years of age or older and possess a valid Brevard County library card to be eligible to borrow videos from the Film Library.

2. All individuals with a valid library card may borrow all other videos.

3. A request for videos from the Film Library may be initiated in person or by telephone and must be made no less than 48 hours before the loan.

4. The following responsibilities shall be outlined to the patron by personnel at the library lending the materials before the materials leave the library.

a. Three (3) videos shall be allowed per patron per request.

b. Audio-visual materials shall not be shown for commercial purposes, paid admission, or on television.

c. The patron is responsible for adhering to copyright laws and/or public performance regulations.

d. If a video is damaged, patron should stop the tape at that point and remove it from the VCR without rewinding so staff knows where damage has occurred.

e. The library is not responsible for damages that may occur to equipment in the playing of library video tapes. The library is not responsible for any additions or other alterations to the original video.

f. Videos shall be rewound and returned in the proper case.


V. RESERVATION OF AUTHORITY

The authority to issue or revise this procedure is reserved to the Library Services Department Director.
